"They're both young and have made mistakes, but she has never used him," says the source. "He put their relationship out there way more than she ever did, and he's been very strategic about it."
Indeed, since the couple first split in late 2012, the "Sorry" singer has continuously posted "throwback" photos of the former couple on his Instagram account.
"Whenever something good is happening in her life, he'll post something to get at her," adds the source.
On Saturday, Bieber, 22, threatened to make his Instagram private if his loyal Beliebers continued hurling negativity towards his new flame, Sofia Richie, 17.
"If you can't handle the hate, then stop posting pictures of your girlfriend lol- It should be special between you two only," Gomez, 24, commented on a photo her ex posted. "Don't be mad at your fans. They love you and supported you before any one ever did."
Bieber clapped back at Gomez shortly after, writing "It's funny to see people that used me for attention and still try to point the finger this way. Sad. All love."

The singer-actress then posted a collage of photos dedicated to her fans on her own Instagram account, captioning it "My whole life. You matter most. Thank you for letting me do what I love every day."
Earlier on Monday, another insider told PEOPLE exclusively Bieber's other ex, model Hailey Baldwin, was also upset with the pop star and his new relationship.
"Justin unfollowed Hailey on social media, and now all their friends are talking s--- on Sofia and him and how messed up it is," said the insider. "Out of nowhere, Sofia apparently made him unfollow Hailey and now she and her friends are all super upset."
