The reason for his distress remained a mystery as the singer was comforted by his fiancée, model Hailey Baldwin.
Bieber, 24, broke off his bike ride in New York to sit for a while, holding his head in his hands.
He has said that tying the knot is at the top of his to-do list, and this emotional display prompted speculation that it might be a case of groom-zilla.
Hailey, the daughter of Hollywood actor Stephen Baldwin, was later seen calming Bieber down in a restaurant during their day out on Tuesday.
But the 21-year-old then added to the riddle when she cryptically reposted his picture of them snogging in a hot tub on her Instagram Story, captioning it: 'My Love.'
Bieber looked like he had recovered from his distress when he later went for a topless run around the Big Apple, where he was smiling again.
Pals said recently he is in 'a really good place' after he quit his Purpose tour last year to get some rest and started attending church regularly.
However, Biebs' temper flared recently when a paparazzo intrusively asked him if Hailey was pregnant.
Snapping back, he was quoted as saying: 'What's your deal, bro? You just seem too like, you just seem too normal to be doing this job. I just don't understand why you gotta try to get a rise.'
Meanwhile Hailey's cousin Ireland, daughter of Alec Baldwin and Kim Basinger, was asked for a wedding update this week. The 22-year-old replied: 'I don't even know if they've eloped, I don't even know if there's a wedding.'
