Bieber chose some seriously powerful words to describe his famous friend.

In case you're living under a very large rock, Drake is dropping a dual-album tonight. It's titled Scorpion and features TWENTY-FIVE songs, including the single "I'm Upset," as well as "Nice for What" and "God's Plan."

I want you to vote whether Drake is indeed the best rapper of all time, then decide if a 25-track release is absolutely ludicrous or not.
