The crash was reported at about 2.15pm local time (11.15pm GMT).
It is believed the small amateur-built aircraft smashed into the gorund near a storage container in the city, which is located north-west of Los Angeles.
Authorities have not said whether those killed were on board the plane or were on the ground.

A Ventura County Fire Department spokesman said: "Firefighters and law enforcement are responding to reports of a plane crash in thee South Mountain foothills south of Santa Paula.
"Multiple agencies are responding. Ventura County Fire Department crash rescue vehicle has been requested."
A coroner has been requested, officials confirmed.

An investigation into the crash is now being carried out.
Witness Lisa Darling-Daniel said: "We were sitting outside just enjoying the sunshine and talking and the plane was flying around over us and I thought for a moment that it was an acrobatic plane and I said to Laura 'oh look it's going to do a spin and she said 'that doesn't look like a spin'."
She added her and pal Laura Taylor "bolted over there" when they realised the plane crashed into the ground.
Ms Darling-Daniel continued: "And then there was a loud crash so we bolted over there to see what we could do to help."
